System Director, Research Compliance Program – Office of Chief Compliance BSS

We have an exciting opportunity to join our Office of Compliance as a Research Compliance Program System Director. The System Director, Research Compliance Program will be responsible for planning, oversight, and coordination of the research compliance program across the City of Hope national system (“System”). In addition to a deep and strong background in applicable research and international compliance program requirements, the System Director, Research Compliance Program is an influential leader, serving as a trusted advisor to other leaders across the System on research compliance, scientific misconduct, export control, and foreign influence matters. The System Director, Research Compliance serves as the System’s Export Control Officer in compliance with applicable federal laws. The System Director, Research Compliance Program reports to the VP, Organizational Ethics and Compliance.

As a successful candidate, you will:

RESEARCH COMPLIANCE PROGRAM

  • Responsible for developing, implementing, maintaining, and overseeing the operations of a System-wide research compliance program to enable consistent, effective practices to comply with federal and state laws and regulations applicable to healthcare organizations.
  • Oversees the System research compliance program. Develops, maintains, monitors, and revises applicable policies, procedures and practices related to research compliance, foreign influence, and export controls.

MONITORING AND REVIEW

  • Oversees compliance monitoring for the research compliance program.
  • Manages research compliance issues related to research security, foreign influence, and applicability of export control regulations as they relate to research and other related contracts.
  • Leads investigations involving reports of non-compliance with research compliance, foreign influence and export control policies and regulations.
  • Maintains process for receiving, documenting, tracking, investigating, and resolving reports of non-compliance and ensures that such incidents are appropriately evaluated, thoroughly and timely investigated, resolved, and mitigated as may be necessary.
  • Coordinates with appropriate regulatory bodies with respect to research compliance audits, investigations, and inquiries, as needed, and ensures completion of any remediation actions.

REGULATORY MONITORING

  • Maintains an expert knowledge of laws, rules, and regulations (federal, state, and other relevant jurisdictions) relevant to research compliance, scientific misconduct, foreign influence, and export controls.
  • Stays abreast of developments and trends in laws, regulations, and risks applicable to research compliance. Monitors trends in laws, regulations and risks and revises or creates new standards and policies/procedures and training/education to ensure continued compliance or to address potential issues.
  • Manages disclosures to payors, including government agencies, arising from research billing, grants, or other awards.

OPERATIONS

  • Builds a high performing Research Compliance team. Manages performance to ensure long term professional development.
  • Develops key performance metrics for the research compliance program; presents reports to all levels of leadership in support of program effectiveness.

Your qualifications should include:

  • Bachelor’s degree in healthcare, research, or a compliance related field
  • 7-10 years of health care compliance, research, or health care consulting experience, with progressive responsibility and 5 years in a manager/leadership role.
  • Compliance certification (Certified in Health Care Compliance, Certified in Health Care Research Compliance) required.
  • Juris Doctor or Master’s degree in law, healthcare, research or a compliance related field prefered.
  • Certified US Export Compliance Officer (CUSECO) or Export Compliance Professional (ECoP).

Salary / Pay Rate Information:
Pay Rate: $76.77 - $128.21 / hour

The estimated pay scale represents the typical [salary/hourly] range City of Hope reasonably expects to pay for this position, with offers determined based on several factors which may include, but not be limited to, the candidate’s experience, expertise, skills, education, job scope, training, internal equity, geography/market, etc. This pay scale is subject to change from time to time.
