Lead Government Affairs
Job Description
This position will be responsible for leading Pfizer’s engagement with relevant Ministries, Departments and stakeholders in Government and non-Government stakeholders with an overall goal to create Government Relations strategies, advance policy aimed at enhancing the ease of doing business and issue resolution for the industry and for Pfizer. This position will be Pfizer’s primary point of contact with all Government stakeholders and also lead Pfizer’s participation among various industry associations. Internally, the position will engage with all relevant business units so as to understand areas of advocacy and intervention and take this forward for engagement with relevant external stakeholders.
The position will work with the Corporate Affairs lead and collaboratively with other functions within Corporate Affairs (Access Policy, CSR, Patient Advocacy) to achieve a synergistic approach towards enhancing Pfizer’s visibility and reputation with key external stakeholders.
Responsibilities:
Develop GA Strategies
• Engage with internal stakeholders to understand priority areas for advocacy on policy and issue resolution
• Utilize experience and expertise to develop issue specific engagement/advocacy strategies, including identification of tools and stakeholders
• Develop all advocacy material (such as position papers, representation, presentations, white papers etc.) to be utilized to advance GA goals
• Work collaboratively with other Corporate Affairs functions to achieve common goals
Internal Stakeholder Engagement
• Bringing GR related insights, updates, amendments and to have a better alignment with the commercial leaders.
• Periodic review / deep dive with Commercial leaders to assess the opportunities and integrate in the GR strategy
Lead external stakeholder engagement
• Identify and build engagement and relationships, within the Pfizer framework, with key stakeholders in all relevant Departments and Ministries, including DoP, MoH, Commerce, Finance, Niti Aayog, DPIIT and others –
• Stakeholders universe may include Government officials, Ministers and Ministers of State, Members of legislative bodies and Chairpersons of relevant task forces and working groups
• Maintain high frequency of agenda and non-agenda information sharing engagements
• Gain good understanding of new policies and initiatives of the Government that may be of relevance to the industry in general and Pfizer in particular
• Ensure multi-level and multi-stakeholder approaches to advocate on policies and resolve operational matters that enable Pfizer to operate in a positive and enabling environment
Conduct policy analysis and plan relevant interventions
• Maintain high degree of awareness and insight on expected policy developments
• Take note and provide analysis of new policy developments that impact the industry
• Prepare action response plans were needed to put out Pfizer positions on key policies
Lead Pfizer’s industry association engagements
• Represent Pfizer in all relevant industry associations – including domestic (FICCI/CII/ASSOCHAM), sector specific (OPPI) and geographically oriented (USIBC/USISPF) associations
• Lead important workgroups on select issues of interest, build coalition of support, ensure requisite action from associations to advance desired advocacy outcomes
• Identify partnership opportunities with the most relevant associations to advance key policy goals
Lead Pfizer visibility and reputation
• Identify opportunities to showcase various aspects of Pfizer’s commercial, non-commercial and scientific work and accomplishments to enhance company visibility and reputation
• Identify and act on strategic sponsorship opportunities, participation in conferences, roundtables and other platforms
• Collaborate with functions such as Corporate Responsibility, Medical, R&D and Manufacturing to showcase Pfizer’s work in India to relevant stakeholders
• Utilize Pfizer’s work in India to establish the company as a partner to relevant national priorities and initiatives (such as Make In India, Start-up India etc.)
Support and engage Pfizer senior management in Government Relations strategy and outreach
• Support India leadership engagement with Government and non-Government stakeholders – identify and initiate engagements, support through requisite briefing notes and position papers, document outcomes and actions
Organizational Relationships:
- Internal: Pfizer India Country Manager, Pfizer India Leadership Team (Commercial, Support, Platform functions), Pfizer region leadership, Region and Global Corporate Affairs teams, India PGS leads at all sites (Goa, Vizag, Chennai)
- External: Industry Associations, Government stakeholders.
Relevant Experience –
10 -15 years of experience preferably in Pharma / Healthcare / Medical Devices Industry (MNC) with relevant work experience. Candidates with strong consulting experience for above industries or someone from non-pharma industry who has managed critical breakthrough projects with Central Ministry may also be considered.
