ROLE SUMMARY

The HTA, Value & Evidence (HVE) Strategy Lead is accountable for the development and execution of access evidence strategies to obtain and maintain market access, secure favorable HTA outcomes, and optimize patient-centered product development programs to accelerate patient access to PFIZER’s innovative medicines and vaccines.

This role is responsible for demonstrating the economic, humanistic and patient value proposition of PFIZER pipeline and in-line assets, across Specialty Care, Vaccine, Primary Care, and Oncology. Additionally, the HVE Strategy Lead ensures functional and technical excellence for HTA, Value & Evidence function, including : HTA Policy and Frameworks, Evidence Synthesis, Health Economic Modeling, Real-World Data/Evidence, Outcomes Research and Patient and Clinical Outcome Assessment (PCOA).  The leader will maintain a broad network with thought-leaders in academia and industry on state-of-the-art definition of value and generation of access evidence and ensure learnings from these areas are translated back into the organization to inform innovative approaches and resources. This role will work closely with Global Access Strategy & Pricing function within Global Access & Value (GAV) and other cross-funcational partners to ensure appropriate asset strategies, resourcing and expertise are provided in developing the Clinical Development Plans (CDP), Labeling Strategies involving PCOA, Integrated Value & Access Strategy (IVAS), Integrated Evidence Plans (IEPs), and Commercial Development Strategies (CDS) for all assets. This position reports directly to SVP, GAV.

ROLE RESPONSIBILITIES

  • This role is responsible for leading and managing the HVE teams that demonstrate the economic, humanistic and patient value proposition of PFIZER pipeline and in-line assets, across Specialty Care, Vaccine, Primary Care, and Oncology, to HTA/payers and other key access policy decision-makers
  • Accountable for design, delivering and executing the Value & Evidence Strategies for all PFE assets (pipeline and in-line), that is consistent with the overarching strategy & vision of the asset’s CDP, PCOA labeling, CDS, and IVAS, and IEP, while integrating the needs of internal and external stakeholders.
  • Provides strategic guidance, technical expertise, and resources allocation to access matrix teams for critical access evidence activities (ie., clinical study design, HTA policy framework, Evidence synthesis, Health Economic Modeling, Real-World Data/Evidence, Outcomes Research and PCOA) to ensure compliance, scientific rigor, quality, credibility and transparency for all HVE tactics and enable maximal value demonstration, impact and dissemination.
  • Serve as a member of the GAV Leadership Team and champion functional initiatives and organizational change leading to the continuous improvement and development of the GAV and HTA, Value & Evidence function. Create and implement goals for HVE colleagues, that are aligned to PFE and GAV priorities and ensure on-time execution.
  • Influence and inform senior leadership across PFE on HTA policy trends, value assessment, health economic and outcomes research, PCOA and evolving access evidence methods to drive innovation into PFE’s pipeline and marketed product life cycle strategies.
  • Engage external HTA/policy stakeholders on the evolving definition and quantification of value to foster a more innovation enabling access landscape.
  • Define new methods, capabilities, tools and databases to effectively support access evidence generation activities, including digital tools and apps to engage with patients and health systems around new sources of evidence in collaboration with cross-functional stakeholders
  • Define a strategy to balance the expansion of internal capabilities and in-sourcing of cutting-edge capabilities from outside of Pfizer
  • Ensure talent has the necessary training and understanding of what is expected from regulatory and reimbursement perspective in order to provide input into Integrated Value & Access Strategy on dossiers, models, and other documents (e.g., literature reviews, systematic reviews, indirect comparisons)
  • Attract and develop top talent with strong functional excellence and the potential to advance to broader access roles and beyond GAV
  • Build culture and ensure training, coaching and feedback to HTA, Value & Evidence colleagues to build a cohesive and motivated team and help colleagues reach their potential and achieve top performance
  • Establish and maintain effective and timely multi-directional communication, cross functional product/brand/asset teams, internal governance committees, functional area management, Area management etc. Track progress of execution of value & evidence strategies for pipeline and in-line asset programs in terms of deliverables, timelines, and budget.

BASIC QUALIFICATIONS

Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers, develop and coach others, oversee and guide the work of other colleagues to achieve meaningful outcomes and create business impact.

  • Bachelor's degree required in a healthcare, business, science or economics field with at least 20 years of industry experience.
  • Minimum 15 years’ experience in health outcomes, RWD and / or market access & pricing and related fields.
  • Strong technical knowledge of HTA policy, Pharmacoeconomics, Health Economics and Modeling, Evidence Synthesis, Real-World Data/ Evidence, Outcomes Research, PCOA and pricing/access.
  • Subject matter expertise and understanding of US and ex-US healthcare, access and HTA policy landscape.
  • Experience with Regulatory/ HTA organizations such as FDA, ICER (US Institute for Clinical and Economic Review), Veterans Administration, EMA (European Medicine Agency), NICE (UK's National Institute for Health and Care Excellence), ,
  • Experience with CMS, US managed care and PBMs
  • Broader market access experience with business acumen and ability to align the organization cross-functionally
  • Experience at a local or regional level especially the International Markets
  • Ability to influence key stakeholders at senior levels of the organization (WRDM LT, GPD LT, Global Presidents, Regional and Market Leaders, Department leaders, and Functional counterparts)
  • Strong staff management and mentoring experience and skills
  • Highly collaborative with outstanding relationship building skills
  • Proactive strategist, organizational change leader and exceptional communicator including effective presentation and strong decision-making skills

PREFERRED QUALIFICATIONS

  • Advanced degree in a healthcare, business, science or health economic field preferred (PhD, MD, MBA or MPH) with at least 15 years of relevant industry experience.

The annual base salary for this position ranges from $266,000.00 to $443,400.00. In addition, this position is eligible for participation in Pfizer’s Global Performance Plan with a bonus target of 35.0% of the base salary and eligibility to participate in our share based long term incentive program.
