What Your Job Will Be Like:

The ES&H Planning Department is seeking a Non-Nuclear Safety Basis Engineering Program/Project Lead.

On any given day, you may be called on to:

  • Oversee a team of 5-8 safety basis engineers to effectively balance workload and prioritization of specific customer projects and timetables, Center priorities and initiatives, and provide safety basis assistance across the laboratory, with a large focus on ACF, RST, HERMES III, the MESA Fabs, SWiFT, HREF, and TTR.
  • Provide on-site and off-site technical assistance, classroom training, document reviews, audits and assessments, and support of hazard analyses.
  • Perform analyses of processes, systems, and accident phenomenology.
  • Subject matter expertise for accelerator and non-nuclear facility safety basis determinations; address DOE and Sandia safety basis requirements and issues; Primary Hazard Screening (PHS) design, development, and maintenance; Conduct of Operations; and Readiness Reviews.
  • Perform PHS reviews for those associated with System Safety and Hazard Analysis (SSHA) and perform field assessments (walkdowns), if necessary.
  • Provide expertise in hazard identification, facilitate hazard analyses to identify and select appropriate controls, and develop/review safety cases.
  • Assist facilities with operating envelope documentation annual reviews/updates, to include safety evaluations for accelerators, and safety assessments for industrial facilities that require a more rigorous analysis, along with other safety basis documentation, including change and configuration management, JSA’s and TWD’s.
  • Lead or assist with various aspects of the Readiness Review process and evaluate the associated documentation to advise on whether planned work has achieved readiness for the safe startup or restart of operations.
  • Lead or assist with Conduct of Operation (ConOps) assessments.
  • Prepare or review Unreviewed Safety Issue (USI) and Management of Change (MOC) documentation.
  • Develop, review, maintain, and/or provide comments on changes to internal department policies, department owned corporate policies, the ES&H Manual, and other corporate policies and documents. Subject Matter Expert for corporate safety basis criteria general requirements document.
  • Monitor safety basis best-practices and lessons-learned across the DOE complex.
  • Prepare and review technical reports based on the expert interpretation of analyzed data.
  • Interface with a wide variety of Sandia departments such as operations, engineering, and assurance, at all levels of management, as well as the DOE Sandia Field Office and US Government strategic partners.
  • Develop, maintain, and provide SNL training on safety basis issues and procedures (classroom and virtual).

Onsite workDue to the nature of the work, the selected applicant must be able to work onsite.

Salary Range:

$109,300 - $217,400

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require:

Extensive working knowledge of Sandia's safety basis policies, practices, and procedures.Extensive working knowledge of DOE Orders, Standards and Guides in the area of safety basis.Explicit experience leading and performing hazard analyses using Sandia’s HA/QRA Tool and using techniques from Guidelines for Hazard Evaluation Procedures, such as what-if checklist, failure modes and effects analysis, fault/event tree, and qualitative risk analysis using sound engineering principles.Explicit experience with the SNL hazard categorization and classification processes and principles.Explicit experience with the DOE/SNL Readiness Review processes.Explicit experience instructing and facilitating safety basis classes.Sandia Qualified Lead Assessor certification.Explicit experience preparing and reviewing USI and MOC documentation.Explicit experience with the application of Conduct of Operations (ConOps) at DOE facilities.Experience with, and ability to, interpret various mechanical and electrical engineering drawings, process layouts, blueprints, and other drawings and schematics.Knowledge of risk analysis and risk management principles and fundamentals.Experience with assessing the adequacy and/or validating the implementation of safety controls, including detailed understanding of administrative and engineering controls.Experience in the field of systems engineering.Bachelor's degree in a relevant STEM discipline plus (8) or more years of relevant Engineering and Operations experience.A current U.S. DOE L-level or Q-level security clearance.

  • Ability to oversee project teams in the planning, tracking, and execution of project plans from initiation to completion.
  • Ability to provide leadership and tactical planning for execution of projects and applies engineering or other technical knowledge to achieve project objectives and deliverables.
  • Ability to negotiate with customers on matters of customer requirements and limitations.
  • Ability to conduct technical and program reviews to report status of schedule and performance to management and customers.
  • Detailed understanding of programmatic and facility operations including engineered systems and respective performance characteristics or engineering controls, operating parameters, failure modes, preventive maintenance requirements, monitoring requirements, and calibrations/certifications years of relevant Engineering and Operations experience.

About Our Team:

The ES&H Planning Department contributes to the execution of the Sandia National Laboratories' mission at all levels within the processes of planning and executing work across the laboratory. We partner with our customers to integrate safety into management and work practices at all levels, addressing all types of work and all types of hazards to ensure protection of workers, the public, and the environment. Specifically, our department performs the following activities:

  • Provides program, technical assistance, and tools to assist customers in understanding and integrating work planning into their activities.
  • Provides subject matter expertise for nuclear, accelerator, and non-nuclear safety basis regulatory requirements, Primary Hazard Screening design/development/maintenance, Conduct of Operations, Readiness Reviews/Assessments, and Work Planning and Control/Engineered Safety collaboration.
  • Provides on-site technical assistance, classroom training, document reviews, audits and assessments, and support of hazard analyses.
