What Your Job Will Be Like:

Facilities is seeking a hardworking and highly motivated Construction Project Manager (Job Title: Facilities Engineering Project Manager) to join our team. The Construction Project Manager is responsible for ensuring that the project meets scope, schedule, and cost requirements per DOE Orders and Sandia requirements. As the Sandia Delegated Representative, you will be responsible for leading a team of contract construction managers, provide work assignments, issue resolution, mentorship, and guidance for the program. Projects range from supplying utilities for new equipment, increasing energy efficiency and resiliency, renovating existing infrastructure, office, and laboratory space, to construction of new buildings on the approximately 400-acre site with one million square feet of space in Livermore, California.

On any given day, you may be called on to:

  • Use your relevant technical knowledge to participate in making contributions to the project through gathering and developing the customer's requirements and providing assurance and constructability reviews
  • Work closely with the project team to ensure that the project progresses as planned and identifies and addresses both technical and non-technical risks, opportunities, and other issues that impact the project during the project execution phase
  • Ensure that projects are completed within budget constraints using cost estimation, budget determination, and cost control and effectively addresses budget concerns with the appropriate funding source
  • Provide proper coordination, guidance, and leadership to Sandia contracted construction managers and inspectors to effectively schedule and manage all aspects of construction work
  • Provide feedback to contract construction management firm on their staff that support Sandia construction program
  • Resolve issues between construction contractors and contract construction managers
  • Provide change order management, dispute resolution, constructability reviews, and contract administration of Sandia contracted construction management and inspection services
  • Develop an integrated construction contractor schedule to manage all construction work as a program, and assign construction projects to Sandia contracted construction managers
  • Provide upfront focus on risk management, value management, cost, and project controls of construction projects
  • Perform construction project close out activities, including record documentation, and transition to operations and maintenance in a timely manner
  • Represent the department organization in specification development, contract negotiations, internal organization performance challenges, and programmatic performance improvements

Due to the nature of the job, the selected candidate must be able to work onsite.

Salary Range:

$113,600 - $221,100

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require:

  • Bachelor's degree in architecture or engineering, plus 10 or more years of directly related experience, or equivalent combination of education and relevant experience
  • Ability to obtain and maintain a U.S. DOE Q-level security clearance

Qualifications We Desire:

  • Certification as a Professional Engineer (PE), Leader in Energy and Environmental Design (LEED), Certified Energy Manager (CEM), and / or Project Management Professional (PMP), Certified Construction Manager (CCM) credential through the Construction Management Association of America or an equivalent certification
  • Solid working knowledge of construction requirements such as CALOSHA, California Building Codes, Municipality construction permits, construction techniques, sequencing, scheduling, risk mitigation, and estimating
  • Demonstrated advanced computer technical skills including experience with a scheduling and construction management software packages such as Primavera, and Microsoft Project.
  • Understanding of DOE Order 413 and Project Earned Value Management Systems
  • Deep understanding of construction management processes and procedures
  • Ability to implement system processes utilizing the latest technical approaches, handle frequent changing priorities, and coordinate multiple activities in a fast-paced environment
  • Demonstrated analytical skills with the ability to anticipate, identify, and resolve problems with high level of detail
  • Experience leading a team in construction management
  • Ability to lead technical teams to solutions while balancing objectives such as cost, schedule, performance, quality, and safety
  • Must possess excellent communication, organizational, negotiation, time management, and leadership skills, and be adept at interacting with all levels of staff and management
