Position Summary
This position, under the supervision of The Governor John Engler Center for Charter Schools Director of Assessment and Evaluation, is responsible for the data management, reporting, and analytics strategy in support of performance and accountability of CMU authorized public school academies. The Assistant Director is responsible for leading projects and software development efforts in support of the performance and accountability data infrastructure. The incumbent is responsible for coordinating the collection, processing and preparation of a range of performance data. The incumbent is expected to work with Center staff in assessing academy performance. This position may also be responsible for supporting other program areas such as the contract amendment processes; contract termination and dissolution processes; contract reauthorization processes; the administrative enforcement and appeal processes; and the evaluation of internal initiatives. The incumbent is expected to ensure quality control of all data prepared for the Center and presented to external agencies, develop tools for the analysis and presentation of academic, fiscal and operational data, perform project management duties in accordance with developed timelines, serve as a resource to Center staff and state agencies as directed, conduct data preparation, identify problem areas, define relevant issues and recommend solutions to resolve problems in a timely manner. This position works closely with Center directors, assistant directors and staff to ensure accurate and quality use of data in working with and informing public school academy board members, administrators and business managers, state department officials, and educational service provider personnel.
Required Qualifications
Bachelor’s degree in Statistics, Information Systems, Education or related quantitative field.
Five years of related experience.
Ability to communicate effectively (written and verbal).
Demonstrated ability to oversee the design, development and implementation of organizational processes associated with data management, reporting, and analysis.
Demonstrated ability to collect, analyze, process, manipulate and organize information necessary to make informed decisions.
Demonstrated positive interpersonal and presentation skills.
Ability to perform the project management, data validation and related duties as assigned with minimal supervision.
Ability to manage multiple assignments with competing priorities with attention to details.
Ability to perform the requirements of the job while maintaining confidentiality.
Demonstrated proficiency with statistical programming and database queries.
Ability to manage large, complex projects within a budget.
Ability to maintain positive relationships with public officials, staff, and other constituents.
Ability to perform the essential functions of the position with or without reasonable accommodation.
Preferred Qualifications
Master’s degree.
Strong leadership skills.
Experience with software development projects.
Demonstrated expertise with data visualization design, report automation, and data dashboard development.
Demonstrated expertise with data modeling and database architecture design.
Understanding of academic, financial and operational data used to assess and evaluate the performance of public schools in Michigan.
Duties & Responsibilities
Reviews, analyzes and compares data and reduces it to writing in report form.
Works with Center staff in assessing and evaluating school performance.
Develops and maintains data warehouse and data integration pipelines.
Develops data tools to support the research, reporting, and analytics function of the Center.
Partners with OIT for the provisioning, maintenance, and administration of database and data science server software.
Helps set the vision and direction for the way the Center utilizes technology and data for school evaluation.
Provides leadership for data management and use best practices.
Assists in the creation of a pool of resources and best practices to share with academy boards, administration and staff.
Assists in the generation and organization of school performance reports and associated documents.
Supports Center initiatives and issues reports as required.
Participates in the chartering processes, which includes program and evaluation activities associated with the review of proposed contract amendments, and the evaluation of existing PSA’s in relation to the contract reauthorization process by contributing data analysis.
Works closely with Center staff to ensure data is used to inform public officials, other authorizers, and various governmental agencies and to ensure that Central Michigan University meets the legal requirements of charter school legislation.
Helps schools to gain a better understanding with school performance data.
Assists with data interpretation and develops data related business rules.
Provides internal and external guidance and disseminates information as it relates to school data projects and initiatives (i.e. high school programs, middle school programs, etc.).
Develops positive working relationships with academy boards, administration and staff.
Travels as required.
