Job Description

We are seeking an IT manager who will manage the Application Development team within CTY Information Technology (IT). The team is responsible for the analysis, implementation, and support of systems and servers including the student information system, customer relationship management system, integration platform, learning management system, constituent portal, public website, and numerous integrated systems. Reporting to the Director of IT, the IT Manager is responsible for personnel management, project management, system development, security, incident support, and task management. This position will be recognized as an expert across the system architecture and integration domains. The IT Manager will be involved in strategic technology planning and will be a primary contributor to solution architecture across the current and future portfolio.



This is a remote position but the person in this role will be required to attend occasional in-person meetings (approximately once or twice per quarter). Candidates must live (or be willing to relocate) within reasonable commuting distance of the JHU Mt. Washington campus in Baltimore, Maryland



Specific Duties & Responsibilities

The responsibilities listed below are typical examples of the work performed by this position. Not all duties assigned to this position are included.


General Responsibilities

Independently manage the systems, people, and processes within the department purview.
Work with management and stakeholders to define and implement plans for technology in support of organizational operations and strategic goals.
Demonstrate a consistent pattern of operational and technical alignment through the achievement personal and team objectives and tasks.
Manage and facilitate requests across multiple tracking systems; triage incoming requests.
Research new software, products, or systems; evaluate the LOE, impact, and cost of modifications to existing systems.
Effectively allocate IT resources across approved tasks and projects.
Lead projects of varying complexity, including requirements gathering, planning, delegation of component tasks to team members and monitoring progress toward completion.
Contribute to the creation and enforcement of technology policies and procedures to ensure security and regulatory compliance.
Contribute to budget decisions, participate in the RFP process, review vendor contracts.
Participate in enterprise disaster recovery planning, enterprise security scanning and remediation, and enterprise technical audits.
Represent departmental leadership in divisional and interdivisional meetings related to IT policies and operations.


Supervisory Responsibilities

Day-to-day management of up to six full-time remote staff as well as supervision of contract, casual, temporary, vendor, and matrixed resources.
With guidance from IT Director, manage staff performance, including goal setting, goal status, performance reviews, coaching, and career development.
Build a strong system of accountability for performance, employee relations, customer service excellence, and outcomes.
Provide feedback and corrective action as needed.
Engage, develop and motivate the team to work towards individual, team, department, organization, and institution goals.
Keep IT director informed of performance, task, and resourcing status.
Make informed recommendations to IT Director related to staff salary, training, and promotion/discipline, hiring/termination to IT director and HR as needed.
Support IT Director through application of departments standards, SLA’s, work procedures, metrics, and processes.
Oversee the team’s work flow, assigning tasks, setting priorities, and monitoring progress.
Perform administrative duties for the team, including time tracking, time off requests, daily schedules, and coverage planning.
Exercise independence and autonomy in day-to-day planning and decision making.


Technical Responsibilities

Oversee and contribute to system architecture, integration, development, and support.
Serve as a technical SME and senior technical resources for hands-on, technical tasks.
Define and implement technology solutions that meet departmental needs and align with the larger technology landscape of the institution.
Contribute to data services including database design, data architecture, and ETL.
Develop documentation, standards, and processes.
Participate in the establishment of technology policies and practices and implement them to ensure security and regulatory compliance.
Recognized as an expert in the group’s supported technologies.
Remain fluent in a broad range of current and emerging technologies.


Special Knowledge, Skills, & Abilities

Knowledge of CTY IT systems and software.
Broad technical literacy with the ability to evaluate, learn, and understand new technology quickly.
Experience architecting, implementing, and managing highly complex software systems.
Ability to enhance, extend, and maintain highly complex legacy systems.
Strong interpersonal skills and demonstrated success leading, interacting with, and maintaining morale for a remote team.
Collegial and cooperative nature with ability to work effectively and professionally with internal and external colleagues and stakeholders.
Comfortable with a “disagree and commit” approach to collaborative decision making.
Ability to manage multiple priorities, prioritize conflicting demands, work independently, and meet deadlines in a fast-paced environment.
Excellent organization, time management, attention to detail, and administrative skills.

Strong understanding of project management methodologies and approaches, including Agile values and principles and Scrum practices.

Ability to embrace change, adapt to emerging and evolving requirements, be willing and prepared to be coached, and focus on practical and positive results.
Comfortable working with loosely defined and/or high-level requirements and information.


Minimum Qualifications
Bachelor's degree.
Five years related experience.
Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
