Job Description
Our CELS directorate is seeking a Proposal Budget/Resource Administrator to join their team. In this role, you are tasked with overseeing the operations of the CELS proposal office, which involves tracking funding opportunities, coordinating open proposals, providing proposal support, and executing tasks according to the directorate's requirements. This position will be the proposal point of contact between the CELS directorate and collaborating institutions. This position will provide guidance to both Argonne and the collaborating institutions on all CELS funding opportunities. This position will work directly with division management and staff to identify, develop and implement proposal support processes and efficiencies. This position will provide resources for submissions for Field Work Proposals, DOE proposals, Work for Other Proposals, CRADAs, etc.
You may also provide financial analysis and administer activities for the effective execution of subcontracts, procurements, and agreements. You may also assist managers with financial and resource planning activities including funds allocation, reconciliation, financial control, procurements, and reporting.
In this role, you will gain knowledge of ANL policies and procedures for proposal development and submission, financial management, procurement, and subcontracting. You will also gain skills and knowledge of ANL business systems applications, specifically Dayforce, PARIS, eBud, Searchable FWP, PAMS, AMOS, xink, Workday Financial

Position Requirements
Experience in finance, budget management, resource allocation, and programmatic reporting.
Effective written and interpersonal communication skills for interaction at all levels, both internally and externally.
Strong organizational skills, creativity, and problem-solving capabilities.
Capacity to execute delegated authority with minimal instruction.
Proficiency in understanding detailed and complex processes and associated policies and government regulations.
Strong analytical skills for identifying anomalies, resolving complex budgetary issues, and effectively communicating results to staff and management.
Advanced proficiency in Excel and related Microsoft applications, specifically for crafting leadership reporting.
Experience with database management.
Competence in prioritizing, planning, and delivering work in a timely manner for multiple people, while maintaining flexibility and adapting to changing situations.
Adaptability to new procedures and technology.
Ability to share responsibility in creating a safe, welcoming, and inclusive workplace environment.

Educational and Experience Requirements:
PA3: Bachelor's degree with 4 years of experience, or a Master's degree with 2 years of experience, or equivalent.
PA4: Bachelor's degree with 6 years of experience, or a Master's degree with 4 years of experience, or equivalent.
