What Your Job Will Be Like:

An opportunity exists for an R&D Manager to lead an organization that provides strategic technical intelligence assessments of foreign WMD capabilities and the broader nuclear counterterrorism/counterproliferation threat space to the Government’s executive branch, Congress, policy makers, and the military. We seek to develop new technologies to improve assessments, be early adopters of advanced capabilities such as computational simulation and data analytics and strive to share the capabilities we develop with the US Government’s broad assessment community to improve the confidence of assessments community wide.

The manager will be responsible for leading the group’s Nuclear Deterrence Outreach strategic focus area, with the goal of providing a threat informed view to Sandia’s Nuclear Deterrence (ND) Mission that is both relevant and impactful. In addition, you will have responsibility to grow program areas that improve collaboration across the Threat Intelligence Community (TIC) and thereby apply the breadth of our capabilities to national-level challenges.

On any given day, you may be called on to:

  • Manage multiple teams that produce technical intelligence assessments.
  • Collaborate with other managers in the group to ensure we continue operating as a coordinated team.
  • Partner with peer managers across Sandia, Los Alamos, and Lawrence Livermore Laboratories, and with trusted partners at other government agencies in order to achieve mission deliverables.
  • Develop and mentor others and develop effective relationships with peers.
  • Manage and coordinate specific mission deliverables, program and project plans, budgets, structures, schedules, and staffing requirements.
  • Ensure that our analytic products are of the highest quality by reviewing papers and overseeing an analytic tradecraft program.
  • Engage with ND leadership and relevant Threat Intelligence Community personnel to develop a robust and impactful ND Outreach program that uses 5910’s expertise.
  • Coordinate and manage staff, including hiring, professional development, and assessment and performance management, consistent with the mission of the organization.

This position may require moderate domestic travel (6-12 trips per year).

Due to the nature of the work, the selected applicant must be able to work onsite.

Qualifications We Require:

  • Master’s degree in Electrical Engineering, Mechanical Engineering, Nuclear Engineering, Computer Science, or a relevant science/engineering field plus eight (8) or more years of relevant experience or;
  • Bachelor’s degree in the above fields plus twelve (12) years of relevant experience
  • Two (2) or more years of leadership or management experience
  • Experience with Sandia’s Nuclear Weapons programs or experience working with the Intelligence Community, DoD, or other similar government agencies
  • Active DOE Q or DOD TS clearance
  • Ability to acquire and maintain an SCI clearance, which may require a polygraph examination

Qualifications We Desire:

  • Experience with:
  • producing or overseeing production of intelligence reports
  • working with other DOE national labs
  • SPP and SIPP processes and related NNSA requirements
  • R&D modeling and simulation or experimentation for nuclear weapons applications
  • Excellent oral, written, interpersonal and customer service skills to represent the technical R&D portfolios
  • Ability to interact effectively with all levels of internal and external customers, build effective working relationships and guide multidisciplinary teams
  • Demonstrated success in program management and development
  • Ability to work with sensitive information and classified matter
  • Knowledge of Sandia’s safety and security rules and guidelines

About Our Team:

The primary mission of our group (departments 05911-05914) is to assess the threats posed to US national security interests by foreign advanced capabilities, primarily nuclear weapons and associated technologies. Our analyses inform policymakers and senior officials across the US government responsible for understanding the threats and risks posed by these technologies. This high impact program area is steadily growing, and exciting opportunities to conduct all-source intelligence analysis, computational modeling, and engineering studies are available for you.

Security Clearance:

Position requires a Department of Energy (DOE) Q security clearance to start, or equivalent active security clearance with another U.S. government agency (e.g., DOD). Sandia is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to maintain a DOE Q-level security clearance, which requires U.S. citizenship. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Applicants offered employment with Sandia are subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.
