Job Description

Argonne National Laboratory (ANL) is actively seeking a highly skilled and experienced professional to fill the critical role of Occupational Safety Specialist, Contractor Safety within the Worker Safety and Environment (WSE) Division of the Environment, Safety, Health (ESH) Directorate. As a key member of the Occupational Health and Safety (OHS) Group, you will play a pivotal role in ensuring the safety and well-being of ANL’s contracted workforce who engages in a wide variety of endeavors involving a spectrum of risk, including but not limited to construction activities. This work takes place on Argonne’s main campus in Lemont, IL, as well as remote locations across the United States or on rare occasions, internationally.

The Occupational Safety Specialist, Contractor Safety’s impact is pivotal; this role enables ANL to expand its research footprint by directly influencing research activities and ensuring regulatory compliance wherever ANL activities take place. By furnishing safety guidelines, procedures, and oversight, this role facilitates a safe environment for our world-class community of talent to accelerate science and technology to ensure U.S. prosperity and security.

This position offers an autonomous atmosphere, requiring you to frequently devise tailored solutions for unique challenges and formulate policies aligned with Department of Energy (DOE), OSHA, and other codes and standards including industry best practices. A successful candidate must be capable of working independently in frequent interactions with service and subcontractor workers and management, project managers, facility managers, senior managers/executives, and DOE counterparts.  This role is an opportunity to contribute significantly to the laboratory's safety culture while supporting groundbreaking scientific endeavors.

CORE RESPONSIBILITIES:

  • Provide ESH safety subject matter expertise to ANL and subcontractor staff on technical matters related to the implementation of ANL’s Contractor Safety Program, including occupational/industrial safety, construction safety, industrial hygiene, and environmental protection.
  • Interface and communicate with executive management, line management, and DOE counterparts through the delivery of presentations, discussions, and reports related to ESH performance of ongoing contract work.
  • Serve as an independent ESH subject matter expert to review, approve, and provide oversight of on-site and off-site contractor activities of all risk levels. This includes reviewing ESH terms and conditions within contracts, contractor safety plans, and job/activity safety analyses to ensure compliance with applicable ESH regulations (10 CFR 851, 29 CFR 1910/1926, as appropriate).
  • Some work will involve serving as the ESH Point of Contact for designated offsite construction activities, including providing field support.
  • Attend plan of the day meetings, perform pre-job reviews, provide constructive feedback, and influence a positive safety culture.
  • Conduct routine field walk-downs and job site inspections on assigned projects.
  • Develop and provide contractor safety training to various organizational units and subcontractors.
  • Participate in accident/incident debriefings, investigations, and causal analyses.
  • Track and assess data to identify trends, collaborate with others to pinpoint risk reduction opportunities, and track corrective actions to completion.
  • Respond to staff, technical representatives, and subcontractor inquiries and requests for assistance on ESH matters.
  • Collaborate with members of our research community to create safe working conditions in a variety of environmental settings.

Position Requirements

POSITION REQUIREMENTS:

  • Demonstrated commitment to providing timely and competent customer service, with a willingness to travel and engage directly with customers at their work locations.
  • Possess in-depth knowledge of occupational/industrial and construction safety requirements, a comprehensive understanding of applicable DOE and OSHA regulations, and awareness of other relevant codes and standards including industry best practices.
  • Ability to quickly acquire general technical expertise and knowledge pertaining to the operational aspects and safety challenges within the framework of 10 CFR 851 – DOE Worker Safety and Health Program.
  • Proven experience in reviewing pre-bid documentation, vendor proposals, and post-award contractual documents and plans for compliance with regulatory requirements.
  • Extensive background in safety oversight, encompassing general and specialty contractors, with a track record of providing vigilant supervision from the prime contractor through all tiers of subcontractors involved in the work being performed.
  • Demonstrated proficiency in developing and reviewing Job/Activity Safety Analyses (JSAs/AHAs) to ensure comprehensive hazard identification and mitigation strategies.
  • Hands-on experience in conducting thorough inspections within a variety of work environments, coupled with the ability to develop and deliver impactful toolbox talks.
  • Proven ability to build and maintain positive working relationships and influence change across frontline workers, Principal Investigators, research aides, Division/Directorate managers, and contracted service providers.
  • Technologically adept with the ability to quickly assimilate knowledge of safety-related Argonne web applications and commonly used productivity software.
  • Ability to influence behaviors without direct authority.
  • Ability to recognize situations warranting exploration of alternative risk reduction methods and create effective, specialized solutions in collaboration with other Subject Matter Experts and stakeholders.
  • Demonstrate effective technical communication skills across staff at all organizational levels, both orally and in writing.
  • Proficiency in data analysis and visualization (i.e. Excel, Power BI, Cority).

Preferred Skills and Certifications:

  • Preferred background in an industrial, construction, and/or research environment.
  • Highly desirable to be recognized as a Competent Person in one or more of the following areas: Excavation, Fall Protection, Hoisting and Rigging, and Scaffolding.
  • Highly desirable to hold a Construction Health and Safety Technician (CHST) certification.
  • Desirable to have an OSHA-authorized general industry and/or construction instructor credential.
  • Desirable to possess a Certified Safety Professional (CSP) certification.
  • Candidates in possession of a Certified Utility Safety Professional (CUSP) credential will also be considered.

Requirements:

  • PT4 Level: Bachelor’s and 6+ years of experience or equivalent
  • Willingness and ability to travel to research locations across the United States and potentially internationally, based upon research project demands, up to 50%.
