NNSA Requirements for MedPEDs:
If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.
If you have a MedPED and you are selected for an on-site interview at Sandia National Laboratories, there may be additional steps necessary to ensure compliance with NNSA security requirements prior to the interview date.

If so, we are seeking a highly motivated Senior Manager, Workforce Effectiveness to lead the Employee and Labor Relations, Represented Hiring, Job Accommodations, and Performance and Utilization teams!
This is a critical role, overseeing the optimization and enhancement of the performance and productivity of Sandia’s workforce. This position also serves as Chief Union Negotiator and the selected candidate is expected to analyze and interpret the collective bargaining agreements, advise management in the development, application, and interpretation of labor relations policies and practices, and negotiate and collaborate with union officials. In addition, a key role of this position is to ensure the execution and metrics of the performance process is fluid through all parts of the organization so to maximize the employee experience.
This position reports to the Center 3200 Director, Strategic Talent Management.
On any given day, one may be called upon to:
+ Develop and lead short and long-term objectives and tactical and strategic plans for complex HR activities that often require partnership across the laboratories
+ Provide coaching and guidance to managers on performance and capabilities
+ Provide strategic direction, align human resources functional priorities with Sandia’s strategic objectives, encourage boundary breaking, and drive innovation and change to improve operational effectiveness and efficiency
+ Collaborate with cross-functional teams to design and execute employee development and training programs
+ Negotiate contracts in Labor Relations; respond to formal grievances, represent the Laboratories in proceedings, including arbitrations, National Labor Relations Board responses, and in litigation, and provide labor relations training for supervisors
+ Review performance metrics and lead efforts to continuously improve organizational performance and workforce effectiveness service delivery
+ Develop overall strategy and direction for the workforce effectiveness team
+ Oversee and manage staff and managers
+ Mentor and provide professional development to managers and staff
+ Foster a culture of inclusion and perform an active leadership role in modeling and growing values in belonging, diversity, equality, and inclusion
The selected applicant can work a combination of onsite and offsite work. The selected applicant must live within a reasonable distance for commuting to the assigned work location when necessary.
Qualifications We Require:
+ A Bachelor's degree in Human Resources or a relevant field, plus 10 years related experience; or equivalent experience and/or achievements that demonstrate the knowledge, skills, and ability to perform the duties of the job
+ 5 years demonstrated leadership and/or managerial experience, with a concentration in a relevant area (e.g., employee/labor relations, negotiations, employment/recruitment, training, compensation, performance management, or position classification/job evaluation)
+ Proven experience in employment and labor law, and regulatory issues
+ The ability to acquire and maintain a DOE Q-level security clearance
Qualifications We Desire:
+ Proven skills in human resources policy and program development and implementation, especially in areas of employee relations and performance management
+ In-depth knowledge of collective bargaining and compensation principles and processes

About Our Team:
The Workforce Effectiveness organization reports directly to the Director of Strategic Talent Management, providing operational and strategic support for key areas of the laboratories such as employee labor and relations, performance utilization, and process and policy integration. We collaborate with other Lab partners to ensure that HR programs and processes are relevant to today's work environment and mission needs. The programs and processes enabled by this organization have a direct impact on the mission work of the Lab.
This Department reports to the Director of Talent Strategies and includes performance utilization as well as Employee Relations. Responsibilities include support of the Employee and Labor Relations (ELR) Department, which represents Sandia in all matters related to negotiating and administering the collective bargaining agreements with the three bargaining units (MTC, OPEIU, SPA) representing employees performing work at Sandia National Laboratories in New Mexico, and serves as a corporate resource in the analysis, development, and administration of employee relations policies (discipline, dispute resolution, actions plans for improved performance, loss of security clearances, etc.) in conformance with employment law, DOE regulations, Lockheed Martin policies, and Sandia policies, processes and procedures. This area is responsible for the Corporate Review Committee and consultation with management to ensure administration of firm, fair, and consistent discipline, and requires partnership and collaboration with subject matter experts in core HR functions and with HR Business Partners across the Laboratories.

Security Clearance:

Salary Range:
$138,600 - $235,500
*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.
