Job Description

Responsible for the development, implementation, and oversight of University policies and procedures related to research. Supervises the Office of Research Administration (ORA) which includes research compliance, pre-award grant, clinical trials and professional services, and non-financial post-award compliance and management. Responsible for external research administration and ensures and maintains accurate, applicable, and auditable policies. Responsible for providing research statistics and analysis for the research enterprise. Reports to the Vice President for Research and Partnerships. 

  • Works closely with the Vice President for Research to develop and implement strategies for achieving the University’s research goals. Assists the VPR in facilitating, strengthening, and enhancing the research infrastructure of the University and in providing administrative support and oversight to University research centers and institutes.
  • Provides leadership in the establishment of University research goals and in the implementation of support, policies, and procedures necessary to achieve those goals.
  • Serves as an advocate and an advisor to the VPR on research administration and operational activities.
  • Serves as University liaison to external public and private funding agencies.
  • Works closely with the Director of Sponsored Programs and Associate Directors of Research to identify and disseminate information on funding opportunities, proactively manage the submission of proposals for external funding, and enhances the University’s ability to submit successful proposals. 
  • Works synergistically with the VPR, and various offices within the University (Financial Affairs, Office of General Counsel, Academic Fiscal Administration, and Office of Advancement, Grants & Contracts Accounting) to ensure the legal, fiscal, and financial well-being of the university in the area of grants, contracts and research.
  • Provides leadership in establishing relationships with potential funding sources. Compliance. Assists the Vice President for Research by advising on a wide range of compliance issues, including institutional and governmental policies and regulations involving use of human and animal subjects and issues of research integrity, including conflict of interest, research misconduct, grant submission and management, contracting, and data and record retention. Assists University offices and faculty in meeting their responsibilities for ensuring compliance with sponsored programs research-related policies.
  • Works closely with the Director of Research Compliance to ensure compliance with federal regulations and guidance pertaining to research involving human subjects, research, and educational activities involving vertebrate animals, conflicts of interest, and the safe acquisition, use, and disposal of biohazardous materials. 
  • Develops and implements policies, procedures, and education programs that promote research compliance across the University, including conflict of interest, effort reporting, misconduct in research, research integrity, grant submission and management, contracting, and other federally required research-related policies, and monitor dissemination information to the campus about changes in sponsored programs regulations, policies, and procedures.
  • Serves as Chair of the campus-wide Conflict of Interest committee. Policy & Procedure. Develops and implements policies, procedures and education programs that promote research compliance across the University, including conflict of interest, effort reporting, misconduct in research, research integrity, grant submission and management, contracting, and other federally required research-related policies, and monitor dissemination information to the campus about changes in sponsored programs regulations, policies, and procedures.
  • Spearheads, involving appropriate stakeholders, the development of support services, policies, and procedures.
  • Ensures compliance with all applicable federal and state laws and industry regulations for university research, and for enforcing university research policies. Research Statistics and Analysis:
  • Compiles, analyzes, and disseminates quantitative and qualitative information to support the research endeavors.
  • Provides reliable and objective data and analyses that aid institutional decision-making and planning.
  • Recommends strategic actions that maximize the opportunity for success in research and creative activity.
  • Responsible for a yearly report of metrics that presents a comprehensive view of success in research and creative activity.
  • Investigates research enterprise issues and questions through the collection and analysis of data.
  • Collaborates on campus-wide projects involving research data.
  • Fulfills internal and external information requests.
  • Engages in campus efforts to improve the delivery of data and information to university and external consumers.
  • Advances the measurement of research success, both independently and with the assistance of university and external resources. 
  • Provides leadership for a shared vision for research across the University, developing the policies, procedures, and faculty support mechanisms necessary to implement this vision, and addressing the state and national issues of compelling interest to the OUHSC research communities.

Preferred:

·         Certified Research Administrator Certification

·         3 plus years PeopleSoft

·         3 plus years experience with Federal Demonstration Board

·         Successful experience working in a dynamic and fluid environment

Experience

Required: 72 months experience at a senior level in a university research environment, which includes supervisory experience.

Education

Required: Doctorate degree.

Equivalency Substitution: Will accept a Master's degree and 24 months related experience in lieu of the Doctorate Degree for a total of 96 months experience.
