Job Description

The Procurement team at Argonne National Laboratory seeks applications from talented and highly-motivated individuals to join a team of specialists focused on providing procurement support and exceptional service to the scientists, engineers, and organizations across the Laboratory.

The Procurement Specialist – Subcontracts facilitates through the procurement process the timely and economical acquisition of services for the scientific and operations organizations of Argonne National Laboratory within legal constraints of the regulatory procedures and statutes.

A successful candidate would be expected to have experience delivering exceptional customer service as well as have strong attention to detail skills.

Provide support as needed to all aspects of acquisitions for non-commercial contracts and subcontracts including but not limited to the following:

  • Handle some of Argonne’s most complex and sensitive acquisitions (e.g., staff augmentation, research and development, demonstration, etc.), requiring an in-depth knowledge of contracting rules, regulations and procedures.
  • Performs a full range of pre- and post-award acquisition activities. Works jointly with a multitude of personnel (e.g., Program, Finance, Budget, Legal, Export Control, Security, Property Management, Cyber Security)
  • Develops procurement objectives; schedules procurement activities to ensure timely contract award; reviews statements of works for clarity, conciseness, and completeness; determines types of contracts; determines any special regulatory or statutory requirements that are applicable to the acquisition
  • Determines the proposal evaluation methodology and assists the Technical Evaluation Team with development of evaluation criteria
  • Coordinates and controls contract administration activities, interprets contract provisions, ensures consistency in contract administration, or on needs for contract modifications, including contract termination and close-out. Other post-award activities include incurred cost audits and any other procurement related audits.

Position Requirements

  • Knowledge of applicable Procurement regulations and policies governing the procurement cycle (proposal evaluations for selection award, award termination, changes, and various methods of procurement, etc.)
  • Understanding and administration of the Service Contract Labor Standards and applicability to service contracts.
  • Ability to complete complex price and cost analysis.
  • Skill in interpersonal relations; making sound, independent judgments concerning regulations and business protocol and practices. 
  • Strong communication, business writing, and negotiation skills
  • Good analytical, attention to detail, and strategic thinking skills
  • Skill in negotiating procedures and business principles including negotiating contract terms and conditions; the characteristics of products and services being procured; planning, scheduling, and program control; authoring, administering, terminating, and closing out awards. 
  • Exceptional customer service as well as have attention to detail.
  • Ability to multitask, prioritize, and manage time efficiently.
  • Works with other team members to complete duties as needed.
  • Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel).

The selected candidate will be placed at the appropriate level (PA2/PA3) dependent upon depth and breadth of relevant knowledge and skills brought to the position, as well as the amount of relevant experience. The requirements of the various levels are as follows:

  • PA2 Level: Bachelor’s and 2+ years of experience or equivalent
  • PA3 Level: Bachelor’s and 4+ years of experience or equivalent
