Job Description

The Jackson Laboratory is looking for an experienced network and telecommunications leader to develop our next generation network utilizing leading network and security technologies while managing a team of five experienced Network Engineers.  This is a great opportunity for a solid technology leader, with experience architecting and building corporate networks to business requirements, to further grow their leadership capabilities in a dynamic and academic research environment, where data security best practices must occur while allowing for innovation through internal and external collaboration. The successful candidate has well-developed capabilities in influence, collaborative and change leadership, and conflict management, and can develop and communicate to all staff levels a five-year vision with strategic themes to achieve that vision.

The incumbent is responsible for coaching, leading, and developing a highly efficient and productive network engineering team in a professional and collegial work environment. Ensuring that network/telecom capacity meets current and future requirements by planning for local and remote hardware and communication needs. Integrates computer and network systems into the laboratory network, which encompasses all facilities and worldwide Internet access. Keeps abreast of new network and telecommunications technologies and how they might integrate with the laboratory’s infrastructure and future needs. Develops, maintains, and communicates project plans and schedules, prioritized requirements and coordinates human and financial resources. Allocates the necessary resources in support of strategic and tactical planning and interfaces with customers, vendors, and all levels of management. Directs the development of administrative and technical policies and procedures, priorities, and methods.

Responsibilities

  • Leads, develops, mentors and supervises the members of the Network Engineering Team.
  • Development and delivery of monthly metrics measuring efficiencies and customer satisfaction with networking and telecommunication team and support
  • Develops and implements departmental policies and procedures.
  • Develops, administers, and adheres to departmental budget.
  • Participates in short and long term strategic departmental planning and successfully implements projects of varying degree, complexity and organization impact.
  • Develops and maintains an overall network architecture with five-year strategic vision and roadmap to realize that vision and architecture that allows for secure global commerce and usage in a safe manner.
  • Ensures team excellence in providing support to internal customers across the organization
  • Participates as a member of IT management team in planning, problem resolution, and reviewing department performance.
  • Provides project management of technical staff in the implementation, installation, configuration, and technical support of network and telecom architecture; coordinates projects with other laboratory departments and external organizations and agencies.
  • Negotiates exact technical requirements with vendors; establishes contracts, and writes technical contract specifications and proposals.
  • Provides planning, leadership, direction, and advanced technical expertise regarding network and telecom services for both local and wide area networks, and the worldwide Internet; serves as high-level technical expert in regards to computer/network systems and associated issues.
  • Installs, configures, and maintains network and telecom operating system and application software, as appropriate; provides on-call support for computer/network systems as required.

Qualifications

  • College degree, trade school certification, or equivalent on-the-job experience required.
  • 5 – 8 years demonstrated successful professional experience working in Information Technology in roles of increasing responsibility, including previous experience in a network architecture role.
  • Experience and proven success in staff management, mentorship, motivation, and training, including the ability to manage a large team thru changing business climates.
  • Experience and proven success developing a five-year strategic vision with a documented roadmap to fully realize that vision.
  • NIST Framework trained and associated knowledge of cyber laws and compliance requirements.
  • Thorough knowledge of change management and promotion of code, applications, or users to the network to ensure secure introduction of anything new.
  • Thorough knowledge of Incident Response best practices, especially related to Identification, Containment, Eradication, and Recovery.
  • Proficiency in conducting regular vulnerability assessments of the systems to prevent any security incident.
  • Awareness of the latest methods used by hackers and malicious elements to break into systems.
  • Thorough knowledge in penetration testing, networking, system administration, and operating systems.
  • Demonstrated success in planning, developing, coordinating, and executing multiple projects to successful completion.
  • Strong leadership skills to implement change in a fast-paced environment

  • Knowledge of current technological developments/trends in area of expertise.
  • Advanced knowledge and understanding of a range of network and telecom software and hardware systems and related technologies.
  • Network/telecom systems architecture and planning skills
  • Ability to analyze and assess network/telecom architecture requirements and determine optimum, cost-effective solutions.
  • Competency in the evaluation, selection, and use of the available technologies that discover any dubious movement in the system
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
