Reporting to the Provost and Vice President for Academic Affairs and Research, the Dean is the chief administrative officer and academic leader of the College. The Dean provides leadership to the faculty, staff and students to achieve the missions of the College and the University. The Dean is responsible for implementing the College’s policies and procedures in concert with the University’s policies. The Dean also serves on the Deans’ Council. Texas Southern University, established in 1927, is one of the nation’s largest HBCUs (Historically Black Colleges and Universities), and it offers an array of undergraduate and graduate programs. It currently enrolls 9,800+ students and employs nearly 1,500 faculty and staff. The College of Pharmacy and Health Sciences consists of three departments: Pharmaceutical Sciences, Pharmacy Practice, and Health Sciences and offers the following degrees. The College offers the entry-level Doctor of Pharmacy (two-year pre-pharmacy, four-year professional program) degree. The College offers five baccalaureate or undergraduate degrees through the Department of Health Sciences: Bachelor of Sciences in Environmental Health; Health Administration; Health Information Management; Respiratory Therapy; and Clinical Laboratory Science. The College also offers three graduate degrees: Masters of Science in Health Care Administration; Master of Science in Pharmaceutical Sciences; and Doctorate of Philosophy (PhD) in Pharmaceutical Sciences. The Dean is responsible for fulfilling the mission, vision, values and strategic priorities of the college and university and leading the college in assuring the university’s commitment to excellence in education. The Dean will have an appreciation of the TSU COPHS’s historic mission to educate and to train underrepresented ethnic minorities, especially African Americans. The Dean will provide thoughtful and inclusive leadership for advancement of all academic programs in the college, the promotion of scholarly research, the execution of academic leadership and development programs for faculty, students and staff and outreach activities involving alumni and the community. The Dean should have the following leadership qualities: Credibility, integrity, honesty, foresight, innovation, creativity, and breadth of knowledge (in pharmacy and/or health sciences) and be able to use those skills to socially impact the college both internally and externally. The dean should have demonstrated success at fundraising and/or grant writing as well as marketability skills. Essential Duties Summary
Leadership
Establishes the organizational structure of the college to best achieve the strategic plan and maximizes the potential of all COPHS academic degree programs. Leads the college in developing the vision and inspiring others to accept and extend the vision for the college. Leads the college in strategic planning activities to further the college’s mission in teaching, research, service and patient delivery and care. Provides leadership in pharmacy and health sciences professional education and practice, and pharmaceutical sciences, research, scholarly activities, service and community outreach. Sets priorities and sustains an environment of academic excellence through development and assessment of curricular, research, collaborative and partnership initiatives. Monitors the progress towards the college’s goals, leading the faculty, staff and/or administrators to adjust the goals as needed and appropriate. Maintains accountability of all COPHS programs, personnel and systems.

Academic Affairs
Secures and maintains professional accreditation for the College as well as assists in maintaining regional accreditation for the institution. Oversees all COPHS assessment activities. Develops long-term goals for the college and implements plans for achieving them through high quality programming, in conjunction with the Provost. Implements, monitors and adjusts programmatic activities to accomplish the policies established by the faculty in alignment with the delivery and evaluation of the curriculum of all COPHS programs. Contributes as a professor in an academic discipline within the college. Plans and coordinates the process of program reviews, including student and institutional outcomes for undergraduate and graduate programs, to support required ACPE, NAACLS, EHAC, CAHIIM, CoARC, and AUPHA accreditation and regulatory compliance. Works with the faculty to uphold the qualifications for admission to the College. Ensures that suitable standards of student performance are maintained, and makes the final decision regarding probation or dismissal of students for unacceptable performance and/or nonprofessional behavior.

Student Engagement
Ensures student recruitment, retention, and student development. Oversees appropriate student development and placement programming. Demonstrates commitment to students and diversity and inclusion in all its forms. Oversees the COPHS student success plan.

Faculty and Staff
Fosters an environment that facilitates attracting, retaining, and developing outstanding faculty, administrators and staff. The Dean reviews and approves matters such as: appointment, continued employment, promotion and tenure, personnel matters, such as compensation, family medical leave, etc. in accordance with university policies and procedures.

Research/Scholarship
Advances a research environment aligned with relevant needs of the university and broader community. Maintains professional liaisons with government, professional agencies, associations, Texas Medical Center and other entities to promote the mission and vision of the college. Promotes productive collaborative research initiatives and submission of grant proposals to increase scholarly research activities in the college and university.

Public and Professional Relations
Fosters and develops interdisciplinary collaborations to strengthen ties with other colleges/schools within the university and is responsible for recommending and maintaining strong communication between the university and college’s offices and functions. The Dean represents the college at official university functions, and with the Board of Regents and other university administration, the external community, local, state, national and international officials and organizations, alumni and donors. The Dean is active in professional community activities, assuming leadership as appropriate in organizations and committees. Keeps abreast of trends and national developments in pharmacy, health sciences, and pharmaceutical sciences programs.

Fundraising and Resource Management
Is transparent in the oversight of the development of the college budget and allocation of resources for COPHS. Addresses financial matters in a timely manner. Creates a marketing plan to increase visibility internal and external to the university and college. The Dean leads fundraising efforts in collaboration with upper administration, faculty, staff, students, alumni, community, and strategic partners of the college. The Dean ensures that the COPHS infrastructure, facilities and resources are properly maintained, to provide an environment that promotes academic and research excellence. Works with the college and university advancement staff in setting goals, developing strategies, and implementing action plans to meet those goals. Performs other job-related duties as may be required.
