Position Summary

The City of Hope, Clinical Network (Network), is committed to providing high quality cancer services to the entire region it serves. As a part of the City of Hope National Medical Center (COH NMC), an NCI designated Comprehensive Cancer Center and one of only 11 freestanding cancer hospitals in the country, the Network practices uphold the same high standards of cancer care. The Vice President (VP)/Associate Chief Nursing Officer (ACNO) for The COH Network is an integral member of the SVP for Patient Care Services/CNO leadership team as well as a member of the COH NMC senior leadership team. Therefore, the VP/ACNO contributes to the development and execution of the organization’s mission, vision, values, and strategic plan specifically for the Network and generally for City of Hope. This position supports and represents the department of nursing and patient care services in all things related to the Network and is accountable for professional nursing practice to the City of Hope Chief Nursing Executive and works collaboratively with the VP of Operations and the Senior Medical Director for the Network.

The VP/ACNO for the Network leads nursing and patient care efforts across all network settings in creating, implementing, and nurturing an environment well integrated with the main campus that supports the delivery of high quality, exquisite patient care. The VP/ACNO provides leadership, direction and consultation to Network practice leadership, clinical nurses and other staff regarding all patient care, quality, and safety issues. In collaboration with Network Leadership she/he develops and implements programs and systems to meet the department and divisional objectives consistent with City of Hope’s philosophy, mission, vision and strategic plan. The VP/ACNO participates in both short, and long term, strategic planning for the organization as it relates to community outreach and the growth and expansion of the community network. The VP/ACNO leads strategic efforts to achieve balanced scorecard goals for the community network and ensures that strategies and tactics are aligned with the enterprise as a whole.

The VP/ACNO also develops and implements new programs and services that will benefit the Network and the communities it serves including education and screening programs; specialized clinics such as an early detection clinic; and any other Network based programming that supports the mission and vision of the City Of Hope. She/he will act as liaison with our community hospital partners to help them deliver high quality oncology care expected of a City of Hope affiliated practice and hospital.

The VP/ACNO, in collaboration with Network leadership, is responsible for quality, safety, innovation and overall process improvement helping to lead the organization to new and better ways of providing cancer care. Specifically, the VP/ACNO will work with clinical department chairs, physician leaders, operations and administrative leaders to establish and implement Network-wide standardized clinical care including policies and procedures, facilitate multidisciplinary care delivery, allow for growth in patient volume, consider and facilitate clinical research, ensure timely patient access and deliver the highest patient satisfaction, experience and outcomes as well as staff engagement. She/he is responsible for coordinating and integrating nurses in the Network sites with the larger nursing and patient care services departments within the City of Hope.

The VP/ACNO serves as a leader and mentor within nursing and throughout the Medical Center on all issues related to Network nursing practice and community outreach. She/he collaborates with the other nursing directors to ensure consistency and quality in nursing practice across all sites. The VP/ACNO ensures ongoing success of OC clinical programs through close collaboration with other clinical and operational leadership and other essential stakeholders in marketing, strategy and business development.

The VP/ACNO will be adept in clinical/departmental operations, and will facilitate communication and relations with physicians, leadership, and other key stakeholders. The VP/ACNO serves as a leader and mentor within the department of nursing and throughout the Network serving as the back-up for the VP of operations for the Network.

In summary, the VP/ACNO exercises a high degree of nursing leadership, judgment, discretion and decision making in collaboration with other Network and enterprise leaders to support and achieve organizational objectives.

Key Responsibilities include:

This role performs in support of roles based practice and adherence to the Board of Registered Nurse’s Scope of Practice, Regulation #2725 for the State of California, the California Nurse Practice Act, Title 22 and any other Standards in addition to California licensing requirements as they pertain to this role. This role has the degree of independence required to collaborate with Practice Administration to achieve operating results consistent with approved operating plans, objectives, and policies. The Executive Director of Community Nursing and Outreach is responsible for the overall operations of Community nursing and community outreach across the enterprise, including engagement and collaboration with the Medical Staff practicing in the community, compliance with all regulatory agencies (DHS, FACT, TJC, TITLE 22, etc.) for all areas of responsibility. This position must have the ability to engage and influence physicians, staff, and leadership through the use of effective communication and data driven decision making. This position must be familiar with the three (3) collective bargaining agreements representing the employee’s e.g. SEIU/UHW; CNA; and Local 30.

Network Nursing Practice and Leadership

  • Establishes and implements COH consistent standards of care and practice which ensure safe and therapeutically effective patient care.
  • Ensures development and implementation of Network wide patient care programs, policies and procedures that define how the care needs of patients are assessed, evaluated and met. 
  • Ensures the quality of patient care is evaluated through a defined performance improvement/outcomes measurement plan.
  • Ensures nursing standards of care and practice are reviewed and/or revised on a regular basis.
  • Interprets and enforces policies in accordance with the California Nurse Practice Act, the Joint Commission, other statutes and regulatory rules and provisions.
  • Establishes, supports and promotes a framework for staff involvement in decision-making in order to achieve operational and organization goals.
  • Assesses delivery of patient care models and makes adjustments based on contemporary nursing science and organization needs.
  • Ensures staffing patterns and scheduling practice support achievement of positive patient outcomes and organizational goals and standards.
  • Collaborates across COH nursing leadership to contribute to achievement of health system nursing goals and to utilize resources effectively and efficiently.
  • Creates an environment of collaboration, respect and recognition for outstanding performance.
  • Maintains knowledge of trends, best practices and projections in patient care, patient safety and cancer care.
  • Participates with governance, managerial, medical staff and other clinical leaders in decision-making structures and processes.
  • Participates in COH councils, committees and workgroups.
  • Develops objectives and tactics to accomplish strategic initiatives.
  • Collaborates with others in merger and acquisition activities, facility planning and design, and activation and maintenance of new buildings.
  • Collaborates with key stakeholders to develop and implement a Network nursing strategic plan that aligns with the overall nursing strategic plan as well as the enterprise-wide Network plan.
  • Collaborates with Enterprise-wide colleagues to ensure consistent application of policies, procedures and evidence-based practice.
  • Collaborate with other directors to develop and implement premier ambulatory nursing orientation and residency program.
  • Ensure all Community Network staff have access to professional development, shared governance participation and other resources of the main campus.
  • Collaborates with Network leadership to plan for and facilitate the development and/or expansion of clinical services in the community sites such as genetics, screening services, supportive care services and survivorship clinics.

Community Outreach

  • Develop and implement cancer education and screening services for the community at large Develop and implement specialized clinics.
  • Establish and foster relationships with Community organizations and leaders that will support the mission, vision, and strategic plan for the community network.

 Fiscal Management

  • Develops and administers annual budget and monitors expenditures and resources in collaboration with Network leadership and COH nursing leadership.
  • Establishes systems for administering and safeguarding all budgeted funds, physical assets a property within the areas of responsibility.
  • Monitors usage and cost of temporary contract employees.
  • Makes appropriate adjustments to maintain operations within approved budget.
  • Advocates for resources necessary to achieve strategic goals and Network mission.
  • Develops systems and processes for measuring workload and staff productivity.
  • Monitors variance against budget on an ongoing basis and implements action plans if needed.
  • Monitors and supports revenue integrity efforts.

Personnel Management & Development

  • Recruit, develop, trains and retain quality individuals necessary to achieve stated goals.
  • Develops an effective structure for assignment of responsibilities and delegation of authority for provision of the care to patients and families.
  • Provide leadership and mentoring to develop accountable, top quality staff.
  • Motivate, influence and foster culture change with staff, colleagues, peers, physicians, other department directors and stake holders in the organization to support the mission and core values.
  • Coordinates the evaluation of staff performance at least annually.
  • Provide ongoing performance feedback to direct reports and facilitates same for direct care staff, in order to encourage growth and development as well as recognize employee contributions and achievements.
  • Develops systems to monitor employee retention and staff satisfaction.
  • Mentors and coaches staff at all levels.
  • Ensures employee safety.
  • Leads employee engagement efforts.
  • Participates as needed in the discipline of clinical staff.

Professional Development

  • Provides for staff development by supporting the development of continuing education opportunities, and staff attendance at relevant continuing education classes, professional meetings, and programs.
  • Supports and encourages staff participation in professional organizations.
  • Plans for leader succession.
  • Provides and facilitates leadership development opportunities.
  • Participates in extracurricular professional activities and organizations to enhance professional development.
  • Collaborates with local Colleges of Nursing, and other schools, to identify opportunities for learning partnerships.

Basic education, experience and skills required for consideration:

  • MSN
  • 15 years nursing experience required with a minimum of 10 years in nursing leadership. Experience in leading Oncology Nursing Practice in the community and developing community outreach programming.
  • Skills/Abilities:   Proven track record of strategic programmatic leadership. Knowledge of Title 22, DHS, and JCHO standards.
  • Must have Excellent Interpersonal skills, must have the ability to effectively influence and persuade nursing, physician, and hospital leadership to implement change.

Required Certification/Licensure:

  • California license required. Certification in nursing specialty and/or leadership

Preferred education experience and skills:

  • PhD or DNP
